Japan Highway Tolls & ETC 2027: Rental Car Expressway Costs & Discount Passes
2027-01-12 · อ่าน 10 นาที

Japan's highways are tolled, expensive, and confusing without an ETC card. Here is the 2027 playbook: ETC rental, the foreign-visitor Expressway Pass, and when driving beats shinkansen for a group.
A Tokyo-Osaka drive is 515 km and ¥11,200 in tolls one-way. Add petrol (~¥7,500) and a mid-size rental car (¥7,000/day base), and a 2-person round trip runs ¥48,000. Two shinkansen Nozomi reserved seats total ¥29,440. Driving loses the math — unless you are 3-4 people, visiting rural stops, or using the ¥20,000-flat 7-Day Japan Expressway Pass.

⚡ETC card is NOT the same as a Japanese IC card
ETC (Electronic Toll Collection) is a windshield-mounted toll-pass system. It is separate from Suica/ICOCA/PASMO IC cards (used for trains). Rental car agencies rent the ETC card for ¥330-¥550/day; without it, you queue at manned toll gates with cash — slower, same price.

The Japan Expressway Pass — foreign visitors only
The Japan Expressway Pass (JEP) is a flat-rate ETC pass sold ONLY to foreign-passport short-term tourists who rent a car in Japan. It is unlimited highway use for 2/3/5/7/14 days across all NEXCO East, Central, or West networks (not metropolitan expressways). Prices: 2 days ¥7,200, 3 days ¥9,200, 7 days ¥20,000, 14 days ¥34,500. Breakeven: ~800 km total of toll driving in the window. Not sold at Hokkaido, Okinawa, or Shikoku-only trips (regional variants exist for those).
- ●Hokkaido Expressway Pass — ¥6,000-¥13,500 (2-14 days), Hokkaido-only
- ●Kyushu Expressway Pass — ¥4,100-¥16,000, all-Kyushu
- ●Chubu Expressway Pass — ¥9,000-¥14,500, Nagoya-Takayama-Hida area
- ●West Nippon Expressway Pass — ¥7,500-¥20,000, Kansai + Chugoku
- ●Sales channel — foreign-passport only, book via Tabirai, Nippon Rent-a-Car, Toyota Rent-a-Car English site
ETC vs cash gates — the practical difference
ETC gates are drive-through (slow to ~20 km/h, barrier auto-opens). Cash gates require stopping, taking a paper ticket at entry, and paying at the exit gate with cash or credit. Toll amount is identical. Downsides of cash: 2-5 minute queues at busy hours (Tokyo peaks 07:00-09:00 and 17:00-19:00); no night/holiday 30% discount (ETC-only); must keep paper ticket safe for the full trip. ETC: pay the ¥330-¥550/day rental fee and avoid all of this.

When driving beats shinkansen — the 4-rule framework
- ●Group of 3+ adults — tolls + rental ÷ 3 beats 3 reserved shinkansen seats on most routes
- ●Rural multi-stop itinerary — Hida/Kiso/Noto/Shikoku/Kyushu-interior trips where trains require 3+ transfers
- ●You already drive in Japan and have IDP + experience with left-side driving
- ●Flexibility matters more than speed — self-paced stops at ryokan, service areas, roadside stalls
🎯The 3-day Golden Route hack with Expressway Pass
If you are driving a classic Tokyo → Hakone → Fuji → Nagoya → Kyoto loop, buy the 3-day Expressway Pass (¥9,200). Point-to-point tolls would run ¥18,000+. The pass pays off at ~800 km, which a 3-day Golden Route trip trivially exceeds. Pick it up at the rental counter — same desk as the car.
The pre-drive checklist (first-time Japan driver)
- ●International Driving Permit (IDP) — issued in your home country, must be the 1949 Geneva Convention version (Switzerland, Belgium, Germany, Taiwan need a certified Japanese translation instead)
- ●ETC card rental — tick on rental agency booking form (¥330-¥550/day)
- ●Expressway Pass — book via Tabirai/Toyota Rent-a-Car with foreign-passport proof
- ●Petrol — mostly self-service in Japan; see our refueling guide
- ●Right-hand drive — Japan drives on the LEFT; passenger side right
- ●Speed limits — 100 km/h on highways (120 km/h on specific New Tomei stretches), 50-60 km/h on main roads
- ●Alcohol — zero tolerance; even one beer the night before can trigger a positive test

Service areas (SA) and parking areas (PA)
Japan's SAs are a cultural experience in themselves — full food courts, regional-specialty gift shops, fresh-baked bread stalls, 24/7 toilet facilities, kids' playgrounds, and pet-walking zones. PAs are smaller rest stops (toilet + vending). The biggest SAs (Ebina SA on Tomei, Suzuka PA, Kariya PA with its onsen) are destinations in their own right. All free to enter; park and shop even without being a highway driver.

FAQ
- ●Do I need my own ETC card? No — rental agencies rent one for ¥330-¥550/day. Buying your own requires a Japanese credit card.
- ●Can I use the Expressway Pass with any rental car? Only with partnered agencies (Toyota, Nippon, Nissan, ORIX, Times) — book via Tabirai or English-site.
- ●What about Shuto/Hanshin urban expressways? These are NOT NEXCO (separate operators). The Expressway Pass does NOT cover them. Rate ~¥1,320 flat per entry.
- ●What is the toll on bridges to Shikoku/Awaji? Separate tolls on top of NEXCO rates: Great Seto Bridge ¥4,990, Akashi Kaikyo Bridge ¥2,370.
- ●How do I pay without ETC? Take paper ticket at entry; pay in cash or credit card at the manned gate at exit.
- ●Are there English signs on highways? Yes — all exits, SAs, and PAs have English + romaji signage.
- ●What is the speed camera situation? Fixed cameras on main highways; portable laser cameras occasional. Zero tolerance — even 10 km/h over gets flagged.
- ●Do I need snow tires in winter? Winter tires (not studded) mandatory on highway in Hokkaido, Tohoku, and Chubu mountain areas Dec-March — included with rental in those regions.
- ●Can I get a parking spot in Kyoto/Tokyo city centers? Hotel parking ¥2,000-¥4,000/night; coin lots ¥500-¥2,000/hour. Factor into budget.
- ●What happens if I lose the paper toll ticket? You pay the maximum possible fare for the highway section — can be ¥10,000+. Guard the ticket.
